PEd addresses the core requirement for physical fitness by promoting a life-long exercise habit and healthy lifestyle, underlining the importance of these in a Naval context. Its purpose is to enable personnel to withstand the physical rigours of Service life and imbue them with a winning war-fighting spirit. Allied to physical fitness is health promotion and therefore the PEd pillar also addresses executive health issues. This aspect is the non-clinical delivery of health promotion, whilst the clinical healthcare is provided by the medical branch. The policy is promulgated by the Naval Service Executive Health Promotion Campaign Plan and implemented by the Unit Health Committees and Health Trainers. The main objective is to prevent injury, reduce illness and promote a healthy lifestyle in order to maximise the number of personnel who are physically fit for their military task and mentally ready for deployment.

Policy for Physical Education in the Armed Forces:

The Policy for the delivery of Physical Education to the Armed Forces is published in JSP 898 Chapter 9. Supporting regulations for Physical Education delivery within the Royal Navy are contained within BR3 Part 5 Chapter 29 (Physical Development) and BR 51 (Physical Testing Regulations for the Royal Navy).

Organisation for Physical Education in the Royal Navy and Royal Marines:
Policy development of Physical Education in the RN and RM sits within the Directorate of Naval Physical Development (DNPD) based at HMS TEMERAIRE in Portsmouth, supported within the Royal Marines by the Inspectorate Physical Training Royal Marines (IPTRM). Royal Navy Physical Training Instructors (PTI's) together with RM PTIs and PTIs from our sister Services deliver Physical Education to officers, ratings and marines in training and to all personnel on the trained strength.

Royal Navy Fitness Test:
Physical fitness remains an essential element of Service life that directly influences operational effectiveness. In the RN physical fitness has been defined as the aerobic capacity to meet the demands of generic tasks at sea, including fire-fighting, damage control and casualty handling. The aerobic demands (rate of Oxygen uptake, VO2) of these tasks have been quantified to determine a minimum standard of aerobic fitness (expressed as a maximum rate of Oxygen uptake, VO2 max). Three tests have been developed to assess the fitness of RN personnel: the Multi Stage Fitness Test (MSFT or 'Bleep Test'), the 2.4km (1.5mile) run and the Rockport Walk. Royal Marines Fitness Tests:
The Royal Marines Commandos and Royal Marines Band have a set of tests that cover basic fitness and higher level testing including a Battle swimming test. Click here to view the Royal Marine Fitness Tests document, Click here to view the Royal Marine Band Service Fitness Tests document.

Health Promotion is integral to the Physical Education pillar of the Physical Development agenda. The Navy Command Executive Health Campaign aims to reduce injury and illness and promote a healthy lifestyle in order to maximise the number of personnel who are physically and mentally ready for deployment and operations in peacetime or in times of conflict.
